December 16th, 2003

US Campaign to End the Israeli Occupation Action Alert
Action Requested: Fax, call, and/or email your Senators and ask them to cosponsor Senate Resolution 276 (S.Res. 276) and your Representative and ask him/her to cosponsor House Resolution 479 (H.Res. 479). If your Members of Congress have already signed onto these resolutions as cosponsors, then please thank them for doing so. The end date for this action alert will be determined at a later date.

Legislative Background: On November 25, Senator Dianne Feinstein (D-CA) introduced S.Res. 276 and it was referred to the Senate Foreign Relations Committee. As of December 16, the resolution had 5 cosponsors.
On December 8, Representative Lois Capps (D-CA) introduced H.Res. 479 and it was referred to the House International Relations Committee. As of December 16, the resolution had 31 cosponsors.
A list of cosponsors for both resolutions is posted at the end of the action alert.
The identically worded resolutions, if passed, would resolve that Congress:
(1) applauds the courage and vision of Israelis and Palestinians who are working together to conceive pragmatic, serious plans for achieving peace;
(2) calls on Israeli and Palestinian leaders to capitalize on the opportunity offered by these peace initiatives; and
(3) urges the President of the United States to encourage and embrace all serious efforts to move away from violent military stalemate toward achieving Israeli-Palestinian peace.
Although these resolutions were occasioned by the signing of the Geneva Accord, the authors of these resolutions, in their "Dear Colleague" letters, made it clear that the resolutions are not an endorsement of every clause of the Geneva Accord. Neither is the US Campaign’s support for these resolutions an endorsement of the Geneva Accord. For the US Campaign’s position on Geneva, please see: http://www.endtheoccupation.org/article.php?list=type&type=71.
To access the full text of the resolutions, visit: http://thomas.loc.gov and type either S.Res. 276 or H.Res. 479 into the "Bill Number" box and press the search button.
Talking Points:
* I support a just Israeli-Palestinian peace based on human rights, international law, ending military occupation, and the inadmissibility of acquiring territory through the use of force.
* It is important for Congress to signal to Israelis and Palestinians that the United States wants to see the establishment of a just peace between them. The passage of S.Res. 276 and H.Res. 479 would send such a signal.
* The Geneva Accord and other recent grassroots peace efforts are flawed from the perspective of human rights and international law. For example, they would illegally annex occupied territory, legitimate illegal settlements, and curtail the rights of refugees. However, the current discussions provide an opportunity for the United States to encourage Israelis and Palestinians to continue their efforts to resolve their conflict fairly and justly on the basis of human rights and international law.
Model Letter (Please personalize to make it more effective):
Dear Senator (or Representative),
I am a voting constituent and I strongly urge you to sign on as a cosponsor to S.Res. 276 (or H.Res. 479). I firmly support the establishment of a just peace between Israelis and Palestinians based on human rights, international law, ending military occupation, and the inadmissibility of acquiring territory through the use of force.
It is important for Congress to signal to Israelis and Palestinians that the United States wants to see the establishment of a just peace between the two parties. The passage of S.Res. 276 (or H.Res. 479) would send such a signal.
The Geneva Accord and other recent grassroots peace efforts are flawed from the perspective of human rights and international law. For example, they would illegally annex occupied territory, legitimate illegal settlements, and curtail the rights of refugees. I look forward to receiving information from your office about your position on this resolution.
Sincerely,
