Rafah, April 9, 2005

BACKGROUND: On April 9, 2005, the Israeli army killed three Palestinian teenagers—Khaled Fu'ad Ghannam, 17, hit by a live bullet to the neck, Ashraf Sameer Mousa, 15, hit by a live bullet to the chest, and Hassan Ahmed Abu Zaid, hit by a live bullet to the head—who were playing soccer in Block J of the Rafah refugee camp in the occupied Gaza Strip.  Eyewitnesses said that the teenagers were killed by heavy machine-gun fire from an armored vehicle.

In 2004, the US State Department licensed to Israel $35.3 million of ammunition, $45.7 million of armored personnel carriers, and $67,000 of machine guns.  These weapons are licensed under the Arms Export Control Act (Public Law 90-829), which limits their use to “internal security” and “legitimate self-defense” and prevents their use against civilians. 
Despite Israel’s repeated use of US weapons to commit human rights violations against Palestinians in an illegal and offensive military occupation, the United States continues to turn a blind eye toward Israel’s violations of the Arms Export Control Act.
